On 29 April 2026, the user approved the recommended clean completion path:
accept the seven strong Armstrong/Seem records listed below, leave the
index-only, conflict-bearing census, online-summary, photograph, and Lola
obituary-stub sources proposed, make no 01_people/ or 03_events/
relationship updates, and mark HIR-20260423-016 done.

If the user accepts the two Paul birth registers only, the repo can treat Paul's birth event as strongly sourced, with Thomas Armstrong as father and the mother name preserved as Effie Hill with Epha/Alpha alternatives. That alone should not normalize the mother to Orpha Hill.
If the user accepts the two Paul birth registers, the Thomas/Orpha license notice, and the Thomas death notice, the user can choose between two defensible paths:
- Conservative path: keep person-orpha-hill-armstrong-1886 without canonical spouse/parent links until HIR-20260423-021 obtains the original Wood County marriage record, Thomas's death certificate, census images, Orpha death evidence, or cemetery/guardianship evidence.
- Synthesis path: authorize a documented canonical update adding Thomas Armstrong as Orpha's spouse and Orpha Hill Armstrong as Paul's mother, with a note that the birth registers read Effie Hill, possibly Epha/Alpha, while newspaper sources identify Thomas's wife/license partner as Orpha Hill.
The Seem/Darrow parent links for Lola are already allowed by the accepted Lola birth certificate. Accepting the 1916 Farm Journal directory would add residence/household context only, not Darrow ancestry or Minnie parentage.
The death-index sources should not authorize spouse, parent, or birthplace updates. They should drive certificate ordering or signed-in image review under HIR-20260423-018, HIR-20260423-019, HIR-20260423-021, and HIR-20260423-022.

Accept the seven strong Armstrong/Seem records listed in the first section; leave the index-only, conflict-bearing census, online-summary, photograph, and Lola obituary stub sources proposed; do not update
01_people/yet; continue the Thomas/Orpha and Seem/Darrow certificate blockers.
That decision would substantially complete HIR-20260423-016 while preserving the hard relationship questions for their narrower follow-up HIR items.
